To be honest I feel like there isn't a true final form for OOO. Ultimately each of the forms are just.. forms. None of them had the characteristics a final form usually had. Sure PuToTyra was OOO's strongest form, but it's still just one out of it's other forms, not THE final form. Just my 2 cents.
I feel the exact same way, not that Putotyra is not a good combo, it would be great if it were movie exclusive, but I don't believe it works from a story perspective.
Before the combo debuted, Ankh told the story of how he and the Kinf fought the Greeed and how the King tried to use all 15 medals, but because of his greed, it backfired.
That is when I thought "Eiji doesn't have any selfish desire or greed, may he will do it and unlock OOO's true power."
I always thought that OOO would have a final form similar to Blade's King form, except not bulky and no animal designs, activated through a new buckle like the K-Touch, with the OOO driver being placed on his weapon.
I don't know if anyone noticed, but Eiji never owns all 15 medal types in the show, only in movies.
Another problem with Putotyra is how they come out of left field, no explanation is given to who created them or why, and I feel that it slowed everything down. Maki never came off as final villain material, he just seemed like a grown man child who could not let go of the past, Kougami should have been the final villain, by becoming a Greeed from all medals instead of just one typing loke the other greeed, or the Original OOO could have been revived to carry out his world domination plan.
I think i have said more than enough on that.
