Riku Sanjo wasn't Fourze's head writer though, so I don't think he would've came up with Cosmic States' powers?

I think that Type Tridoron's ability will be better then Cosmic States. The main reason being that Cosmic had too many options for combinations. If you saw the magazine scans that came out during that time, it show cased switch combos: Fire + Chain array, Giantfoot + Launcher, Fire + Elek, etc. and none of those mentioned were used.
Tridoron is about combining specific tires with a shared theme into something new.
It isn't doing anything random, there is a plan, which I appreciate.
Hopefully this won't take too much away from Drive Tridoron using his Rider Kick, because the main rider forgets about once they enter their final form, it's all about weapon finishers, so here's hoping.

Writers don't come up with the powers. That's Toei & Bandai's job.
