I would LOVE to see Double and Accel to work together at the same time to fight against the leader of MUSEUM in the final episode.

Oh come on, that's just cynical. The W production team deserves a little more respect than that at this point, don't they?

Whether Ryu lives or dies (and I imagine he'll live) it'll be because it strengthens the story to handle it that way.

Yes, but then (if all previous rumours are true) it would be unapologetically bleak to have Shotaro and Akiko alone in the agency, or just Shotaro himself, with Terui dead and Philip missing. That would be an extreme contrast to all the comic stuff (even in the last few episodes, which have been a lot darker) and I'm not sure they would go with that.

Also, like it or not, business is business. Accel is a popular character and young viewers like him. Even Kiva and Kabuto had the main Rider and secondary Rider still alive after killing off major characters

I agree, but that's entirely a story/tone argument, not a business argument.

Business is business, but W's writing has never showed any signs of doing things just to please the fans. They do please the fans, but always in a way that is consistent with the tone and story they've set up for the world.

Like you said, I don't think the world they've created is one in which Terui Ryu needs to die tragically to prove himself a hero. But if the writing had obviously been going in a different direction at this point, I don't think they would compromise that story to keep him alive just because it would make for better business.

That's not just in the hands of the writers though. The Kamen Riders follow a different design process from pretty much everything else in the show these days.

The writers couldn't just create a Kamen Rider out of nowhere, without working alongside Bandai to do it. Following the same logic, they can't just erase a Rider, unless it's not going to be used anymore. In the past, that was the case with season finales, when the Heisei Rider and their universe would be quickly forgotten, but that doesn't seem to be Toei's current strategy.

Also Shotaro would've already tragically died so Philip could be the actual main character (but he would start dressing like Shotaro and doing all of his catchphrases).

I mean, Shotaro doesn't even have a complicated backstory, who's ever going to care about him! Let's make the show about Philip and Ryu and end with Cyclone Accel Xtreme! That wouldn't be stupid at all.
