I bet Toei just told Sanjo (and Hasegawa, especially when he began to be the other main writer) to do "write in these toys, and try to work in a cause for a team up with the other guy."
I figure they tell that sort of stuff to every writer. How thoroughly something is explained just comes down to how much that particular writing team cared about it.
It seems a little weird that Toei would make a toy with out knowing what the show is about. Maybe they set up an amount of toys that have to be made and the writers make them. That would make more sense and would explain things like that dumb snail-binoculars that they barely use.
