Decade is my favorite series and the real reason I got into KR in the first place.
I had only seen Den-O and Kiva before I watched Decade, and I only saw those two as preparations for Decade, so I wasn't attach to any of the original Riders who got left out of the series. Still, watching other KR series now, I can see that Decade did not completely ignored his older fans, and each world is riddled with small inside jokes and Easter Eggs from the previous series (like the tennis scene in Faiz's world)
The plot is paper thin, but that's because it's actually made up of several different little stories that are being interrupted one after the other by Decade. The plot becomes more complex when one takes into a count that each world that Decade visits have had a developing story which started way before the series.
It lacks character development, because it never truly tries to develop the characters. At the beginning, we know as much about Tsukasa as he himself does, so the story cannot be about changes to his character if nobody knows how he truly was to begin with. Instead the series focuses on revealing who Tsukasa truly is to the audience through his interaction in the different world. It's kind of like a character study about Tsukasa.
