I'm a little confused on this point myself because to my memory, "linto" was a term in Kuuga refering to ancient humans. Not really something in reference to gods or beings of power like the man in black or the man in white from Agito.

Official word of god from the Kamen Rider Agito books. The Grongi and Linto were two races fighting each other. The Arbunkle was a product of the Grongi and Agito was attributed to the Linto. They are naturally enemies.

The arkle belt used the same power as the Grongi, when the Grongi were attacking the Linto, one of the Linto warriors stole the belt and used it to defeat the Grongi, but the power was too great to control so he sealed himself away.

Kuuga's power was based on N Daguba, so they both have similarities.
