Sakura is just a boring female version of Ryu. Chun-Li's got claaaaass. She was the pioneer for the "dainty yet dangerous" Chinese kung fu female fighter archetype that has overtaken fighting games ever since.

Edit:

Don't get me wrong, I find her to be an interesting character, and SF wouldn't be SF without Chun Li -- I just happen to think her moves are garbage.
