Do evil kamen riders apper in movies only

Well what about G4? The Albino Joker- as KR Glaive was a really bad guy using Rider-tech? They count, do they not.
Eternal was totally an evil Rider, undead, zombie, whatever- not misunderstood.
What about CORE then? The hell is he? The Memory Memory+ Black Core medals= KR CORE?

But yeah it seems evil riders make debuts at movies only. It could be- that we always could get an evil rider in the next season, which would rotate the franchise spectre 180, since Black, as I recall, was the only show to really have such an bad-rider-guy enemy.

Thoughts?

does shadow moon count?

Well...
I guess, but for an enemy type. He didn't necessarily need to be called an evil Rider to make him strong enough to rival Black. He was the guy who was in the way, but he was the guy who the protagonist could not allow himself to kill. I guess Black not being able to kill his brother is what really made Shadow Moon more special than say Apollo Geist.

We have split thoughts. I'm not really sure. My heart says, yes, because his design is Rider-ish, but my head says no, because he isn't called or calls himself Kamen Rider Shadow Moon

Shadow Moon is never called a Rider in the show. Some merchandising and/or magazines call him a Rider, but most of the time he isn't called a Rider even by those side materials.

If you go with: "If he's officially called a Rider at some point, he's a Rider", then Shadow Moon is a Rider. However, if you think that he needs to be called a Rider in side materials most of the time, rather than just once in a while, then he isn't one.

I guess most of it comes from the idea that he's the perfect enemy or almost perfect enemy for the Kamen Rider. Most people would want to say that they're so much in the same vein that they should have an equal designation when it comes to the title of Kamen Rider. Kamen Riders were the warriors of justice long ago. Those who fought earned the name through their actions. An excellent example is when Tachibana met Jin Keisuke and he did not know whether or not he was a real Kamen Rider until he saw X Rider do what a real Rider would do.

Now it's marketing designation. Whatever is called a Rider outside the series or outside the movie or special is a Rider within the series and within the movie or special.

So to summarize what is called a Kamen Rider and what is not called a Kamen Rider, it is Showa Era to Heisei Ryuki: those who fight for justice and earn the name of Kamen Rider are Kamen Riders and Ryuki to everything else: whatever gets called a Rider in the merchandise is a Rider.

What makes Eternal interesting to me is that he is not given the designation of Rider because Shotaro does not allow it, but the merchandise makes him a Rider.

TheBee. Kageyama. A character who kidnapped a child and tried to murder people or allow their death on multiple occasions.

Kaixa. Apparently in a manga, he's a rapist. Also he's an incredible bastard

These do not seem like the good guys. I've always considered both in the bad guy camp.

The whole belt swapping matter also complicates things. For instance, the King Fangire as Dark Kiva is 100% evil, but Otoya or Taiga as Dark Kiva are almost certainly good. For that matter when Taiga was Kamen Rider Saga he was clearly a villain, so would that make Saga an evil rider even if Taiga himself eventually became a good guy as Dark Kiva?
