Do evil kamen riders apper in movies only

Ryuki was the series that brought forward the most the practice of Rider powers for purposes that are not for good. Since then, there have been many bad Riders almost every year. There was Scissors and Odin and some of the Riders from the Special in Ryuki and there were switched Gears in 555. It appears to be more in the movies than anywhere else, but it did not originate in the movies and it is not exclusive to the movies.
 
Even in the original series, there were already evil Kamen Riders. The Shocker Riders for example: http://kamenrider.wikia.com/wiki/Shocker_Riders

The "Evil Rider" concept perhaps gained the most prominence in the Kamen Rider revamp that is Kamen Rider Black, where the main antagonist was Shadow Moon (unconscious for first half of the series, key player in the second half).

Kamen Rider Ryuki was responsible for increasing the Kamen Rider count (native to the series--there were other team-ups with previous Kamen Riders in the past) and didn't feature an evil organization to fight against (hence it became Kamen Rider vs. Kamen Rider).
 
Shocker Riders were not considered Kamen Riders. Shadow Moon is not a Kamen Rider.

Shocker Riders were called Kamen Riders in the original series. The idea that they were just pseudo Riders was an idea added by later material and Showa tv series (even though they were different from the other false Riders of the Showa Era, who were random monsters who happened to have transformation powers, rather than evil warriors using similar tech to the main protagonist).

I guess, but for an enemy type. He didn't necessarily need to be called an evil Rider to make him strong enough to rival Black. He was the guy who was in the way, but he was the guy who the protagonist could not allow himself to kill. I guess Black not being able to kill his brother is what really made Shadow Moon more special than say Apollo Geist.
