By default, I'm a tokusatsu fan, since I've been a lifelong Godzilla/kaijuu fan. I also think that Japan, besides the US, has done the best superhero stuff. You still get a LOT of that in anime. (The older stuff is far more entertaining, shows like 8-Man, Planet Mask, Gatchaman, Devilman, Casshern, Polymer, etc., etc.)
But today, both mediums have their feast and famine. Mostly famine.
Some tokusatsu today suck. You have a lot of entertaining stories, be it kaijuu eiga or superhero TV, but they also have their share of boring and pretentious stuff.
Most anime today sucks even more. They don't even try to be good or entertaining, or even be allowed to be unique! It's become an exercise in painfully milking out storylines, or perpetuating tired formulas. I think Naruto is absolutely overrated, I was never impressed with it. And most of the stuff currently available here in the US is bottom-of-the-barrel bullshit (especially when anime/manga fandom considers it to be "the best Japan has to offer"). I don't care what the emo kids say. Anime and manga are NOT excuses for spitefulness.
I love both mediums, and many of the shows of my favorite genres (monsters, superheroes and robots) that inhabit them. But in the long run, I love tokusatsu more. It's amazing that no matter what technique, the Japanese always found a way to realize denizens of fantasy! Meanwhile, Americans were always afraid of looking "cheap" and "cheesy," because they want to insult our intelligence with the mindless dogma of "absolute realism."
