Nago's pretty much the posterboy of IXA :laugh: Even when IXA was summoned on Decade he had Nago's voice.

As for as owning, the IXA System is absolutely the property of the Wonderful Blue Sky Organization, and to me, it's true user is Keisuke. He used it the most, and used it to its greatest potential. He also was the one who mostly used it for what it was designed for rather than selfish means like power or revenge

Whenever Otoya pulled off the Ixa suit, it felt like it was just "Otoya in an Ixa suit."

Whenever Nago pulled off the Ixa suit, it felt like it was actually Kamen Rider Ixa.

Nago gave Kamen Rider Ixa its own identity which we all know and love to this day, so Nago is the true Ixa.
