Kabuto simply because he's NEVER shown to be weak for any length of time. Even his defeats are limited to short or temporary at most.

I actually think Den-O and Zeronos are some of the most powerful we've seen. They can time travel, they have multiple forms for different types of battles. Their trains can become mecha that kick some serious ass. Plus we haven't even seen any power-ups in action yet.
Hyper Kabuto and Hibiki Soukou are definitely up there tho, I can't really say which one is the strongest of the four I named, but they're definitely some of the toughest Riders.
I think Psyga is pretty strong too.

Yeah, but Hibiki never pulled a Superman and smashed an asteroid into another one. And that's after timeshifting it 7 years into the past.
On pure power alone, no other Rider has done that. Add in his temporal abilities and Hyper Kabuto pwns all.

the forms yes but the actual people no. Look at Faiz who doubted himself and made a very dangerous deal with SmartBrain. Tendou doesn't do that, he's completely self-assured and confident in everything he does.
