Well, there are only really two other secondaries: Agul and Hikari. You can sorta argue Mephisto since he did very briefly redeem himself, but that was only for like an episode.

There's also Justice but he's a movie Ultraman.

If possible (but not really) Victory has Agul, Seven 21, Justice, Xenon & Hikari for his own fusion form from TV & movie Ultramen.

Since the new fusion form of Ginga & Victory has the Heisei Ultramen powers from Tiga to Zero & Zero's the only exception who is the movie Ultraman who got accepted as part of their power.
