Most likely. He transformed into Tiga in the Movie, so he has at least 1 Ultra Transformation. And looks like he also has Dark Zagi.

I more interested in his Eleking Spark Doll. He got in one of the New Retsudan Episodes, but I dunno, if it's canon.

After Ultraman Ginga's first half series end, then back to Shin Ultraman Retsuden where Ginga was facing Eleking. At the end, Eleking was defeated by Ginga/Hikaru & got the Eleking Spark Doll, later Icarus Seijin appears sercetly without having Hikaru noticed during the narration time.
