They never said that. If anything we were supposed to assume RinJyuKen and GekiJyuKen were two sides of the same coin, and the Gekiranger couldn't keep up with Rio because he was a prodigy. Of course, if you say we eventually HAD to come to that conclusion because the writing MADE GekiJyuKen look weaker, then you are correct.
I don't think it's ever directly said, but the entire writing was done based on that idea. And I'm not even talking about Lio, but even the initial monsters of the week, who require 3 GekiJyuken users to be defeated, back up that idea.
In a later episode, there's a monster of the week that gets a big deal made of because he could match Kageki using just standard Rinki, rather than Dorinki. Rinki being stronger than Geki is the reason Lio left in the first place. During the initial Rinjyuken rebellion, the Geki users had to sacrifice their humanity in order to defeat the Rinki users, and couldn't win in direct combat.
GekiViolet's power was never a match for KaGeki.

They underwent the training to get those other animals. GekiViolet just got it because "Super Hax Darkhorse abilities!"
Well, couldn't he just have underwent training before he appeared in the series?
After he summoned those two Gekis, I thought the natural assumption was that he always could do that and just hadn't done it before, because fighting alongside 2 other Geki users was better than just fighting for himself.
....Then why introduce it?!
Drama. It was just supposed to show his determination to defeat Lio and his failure, making it obvious that only Jan could do it.
That doesn't explain why they were mostly useless beforehand. It's hard to believe that power ups that never mattered before suddenly worked against the strongest Ayakashi.Those power-ups all came for the finale.
