Thing is, killing The Abomination would be moral high ground. We've seen that no force on Earth can stop The Abomination other than the Hulk and we didn't want the military having that power.
For no good reason, the world is still in danger from both the Abomination and now the military too. I didn't get that ending.
I think part of that was the Abomination was clearly down and out for the count by that point so going the extra step to kill him would have been cold blooded as opposed to self defense or heat of battle. Also it was a moment that shows Hulk's humanity beneath his savageness. Betty stopped him because she was able to reach through it. In that moment the Hulk chooses not to be a monster, like Abomination.
