Because actors in the states tend to join the SAG and SAG is a guild that imposes wage standards which Disney does not want to adhere to.

Dealing with non-SAG actors is a big risk Disney doesn't want to take either.

Also, disney doesn't want to deal with flying the actors to NZ, then back to America on break, and then back to NZ again.
