Goukaiger is supposedly going to have a team of pirates that travel to different dimensions, and they have the ability to transfer to past sentai. Some people think that the first episode is the anniversary special. It's all fan speculation though.

Not if PR Samurai lasts two years as was reported... in which case 2013 may well be a Goseiger adaptation and would be season 19. The pirate thing for Sentai 2011 is confirmed by the way, copyrighted name Kaizoku Sentai Goukaiger - that's Pirate Sentai Goukaiger.

You mean 2011, not 2012, don't forget there was no new series this year, so PR gained some lead time. And we already know what the 2011 Sentai is (see above).
