I'm going to go with the Star King Bazoo; first thing the guy does when he starts his campaign of galactic conquest, he invades a peaceful world of angels simply because he doesn't want them pacifying his troops with their perfect voices and faces. Not to mention how everyone under him is forced to fight for him, less they want everything they know and love to be destroyed forever.

Sir Cowler, he kidnapped the five Flashman when they were just infants for experiment purposes. then there's Ley Nefel who won't stop mind raping the heroes with their infant cries...

Radiguet, the moment he killed that poor sick woman after regaining his memories was just pure asshole-ish.
Long, the mastermind who caused loyal allies to become sworn enemies and fight each other just because he wanted something to entertain himself.

There are some Sentai fans that believe his death was his redeeming point
And don't forget he had bigoted justifications for his actions, and is pretty much borderline psychopath seeing as how he proclaimed himself God.
Again, his motivations for that was "I'm Immortal and VERY bored so let there be chaos, but despite being an evil slimebucket full of dog puke the fact that he was able to pull it all of is where i give credit where credit is due (sorry if i sound like a jerkass with that statement)
