Yes, yes. I mean exactly what I say in the title. By simply analyzing Tsukasa's character, you find that he possesses many of the traits of an evil character.
Let's start from at the beginning. As we know, in episode one of Decade, Tsukasa is suffering Amnesia and is currently living off of the Hikari Studio's wallet. He is a photographer who intends to "Capture the World" on camera. This much is obvious on the surface, and this is truly all that is obvious about our character.
Let's look deeper though. Starting from his very first move into an AR world, we find that Tsukasa isn't the innocent character as we are led to believe.
While a person may say that Tsukasa is heroic in his "saving" of the AR worlds, this is untrue when looking at the series as a whole.
Tsukasa as a person is confrontational, and doesn't like to be told what to do. When he is approached and told that he must destroy the AR worlds in order to save them, he simply denies his role, not liking to be told what to do. While on the surface, this may seem like a heroic act, this is simply in his rebellious nature. Furthermore, even in ignoring his role, we find that he didn't actually save any of the worlds. Rather, his presence and interference set them on the path to destruction.
Another good point to look at is something that we all saw, but may not have caught on to in the first place. When he is confronted about his role as a destroyer, he does not deny it. Furthermore, when questioned about his intentions, he never says that he intends to save the world he is in. He simply acts as he sees fit, and damned be the consequences. This is especially apparent near the end, when he confronts Kiva and Blade over their battle in the world of Rider War. A prominent quote in this section of the series (and please pardon if I don't get it exactly right as I don't have a script in front of me) is when he is attacked by a Fangire upon leaving Wataru and the Fangire Queen on the sands. He says "Anything that touches me will be destroyed."
Furthermore, we can now look at All Riders vs DaiShocker. It's quite apparent that, as soon as his memories came back, he went straight back to his evil ways, leaving Natsumi and Yusuke to fend for themselves, completely neglecting the friendly relations he had with the two, so much to the point that even the mostly passive Daiki Kaito steps in to defend the girl he once so un-affectionately referred to as "Natsumelon."
Also worth pointing out is the fact that he never went back to Hikari because he wanted to, but because he had literally nowhere else to go after being thrown aside by Shadow Moon and DaiShocker.
Even further down the rabbit hole, we can look at the next movie, Decade X Double, Movie War 2010, where he is once again found fighting the riders that fought to protect him and his world in the previous movie, so much as to kill all but 1 of the riders, with no explanation whatsoever. The only reason he lives to the end of the movie is because the boundless kindness that his 3 closest friends (Which he abandoned in a flash) were able to find within them.
While he does many acts which one may call heroic, many of these acts can be attributed to the previously mentioned fact that he is a rebellious person, who doesn't enjoy being told what to do. This fact doesn't change until the end of the series. My theory on this (I STRESS THEORY) is:

Because Tsukasa was revived by the memories of the friends and allies he had over the course of the series, he was made in the image that they had of him, which was a significantly kinder one overall. This would explain his almost affectionate greeting to Natsumi, Yusuke and Kaito (Whom previously he had shown severe disdain for). This resulted in a bit more of an idealized version of Tsukasa, who was friendly and kind as opposed to his mostly negative personality beforehand.[/HIDE]
I welcome all comments and criticisms of my analysis here, and I want to also stress that this was written after my third viewing of the series which I rewatched a couple days ago. If there is any factual error, please point it out so that I may update my writeup.
