I recently bought this Kamen Rider Vinyl figure at my local Goodwill today. I believe this is Hyper Form.

The first thing I noticed was that he was missing his right foot:

Another thing I noticed was his "backpack" was missing too.

Honestly you got the wrong figure at the last picture. This isn't the Vinyl figure. What you got is a poseable figure, the Cast Off Rider (COR) Hyper Form Kabuto figure.

Let me show you pics of mine:

The one standing holding the Perfect Zecter is the one you have.

What you're missing are:
1) The foot that you mentioned.
2) Not a backpack, but 2 wings that you can press the red button to open
3) Another alternate hand to hold the Weapon
4) Perfect Zecter in both modes (Sword and Gun, 1 each)

What you can do with this figure:
1) Press the buckle and the chest opens up.
2) Pull out the fins from the arms and legs.
3) Turn the shoulder plate upwards to turn it to Hyper Clock Up.
 
Oh no, I'm pretty sure that it's vinyl. The only things that can move are head, shoulders, waist, and feet. Plus, it's hallow inside.
 
I was actually going to say the same thing, I thought the missing backpack piece meant it was one of the COR toys as well. I had to look up a video review to double check, but the back view is very different, different screw holes visible and such.

Not sure where you'd find spare parts for that specific toy, though.

if you see well the picture of the vinyl has different hands than your figure, i have a soft vinyl den-o gun form and is it tecnically impossible to take off any part of the figure O.o and from what i can see your figure of kabuto is made of a luminous plastic and not the regular vinyl of the rider hero series.

Like the poster earlier said, Cast Off Rider toys. A line of Kabuto toys where you can put on their armor and accessories and then they pop off or extend or whatever when you hit a button on their belt (usually the Zecter).

I have Kabuto, Gatack and The Bee. They're pretty cool. The Hyper Kabuto from that line looks almost exactly like what you have. But it's slightly different. Either it's something else entirely that just happens to resemble it, or maybe they made an Asian or Korean version that was assembled differently. Might just poke at the Zecter on his belt to see if it does anything, or if you can unfold any of the 'wings' on his wrists and ankles.

Hmm, well, could it be a different vinyl as in those Yutaka / Popy lines Sound Senshi?

You guys are having a hard time understanding this. My figure is a 12", hollow piece of plastic, with no electrical or mechanical parts whatsoever. It has articulation only in the feet, torso, shoulders and head. It's just like any other vinyl figure. Understand?
 
A foot tall? That clears things up a bit.

Sorry, no other ideas. The most common things are usually the blocky sofubi that can only swivel their arms, the 'gimmick' toys (Cast Off Rider, OOO Combo Change, Fourze Module Change), and then the SH/Figuarts. Only thing this reminds me of if it's that big is the gigantic Blade statue I've seen a few times...
