Rider 1 and 2 had those looks before Gel-Shocker was formed, although it wasn't 1971 anymore. Either way, we don't know if they'll lose in the same year that OOO drops the medal.

I wonder if they'd give them Heisei style final form transformations... eh, probably not.

The one in the second seat from the left looks like the Grongi leader from Decade and Shuvarian (Crisis/Decade) is there, standing next to Jark. Doras seems to be standing next to Apollogeist. A Gorgom priest and Shadow Moon are standing next to Jark... The tiger monster right next to Jark looks like Tigeroid from ZX. I really wish we got a bigger picture of that reunion...

V3, Kiva, Stronger, Kabuto, Blade, Kuuga, Decade and Double in the back... I guess that's probably just part of a random battle scene and doesn't mean much, although, aside from Kabuto, getting the actors of those Riders back at least to voice them shouldn't be hard (well, if the Kuuga is Decade's version) and V3 is confirmed to have his actor there voicing him.

Also, Kiva is using the Zanvat sword in his base form, just like the AU Prince Wataru and Wataru Kurenai/Rider War Kiva from Decade.

Yes but we don't see a lot of Double Rider actions in those looks before the last few episodes. It will be a little bit odd to have them captured together.

Rider 1 got that look in episode 53, IIRC, which is a little past the halfway point of the show. Rider 2 returned with his new look in episode 72. I don't think it's very odd. It'd be weirder to feature Rider 1 with his final design and Rider 2 with his original look, considering how they never fought together like that.
