Kamen Rider Stopped Being B-Horror

Im planning to watch kuuga soon. the only heisei rider series i haven't watched in full.

I see some strong horror/suspense elements at the start of every heisei rider show (except den-o) but by the time it comes to the half-way point, it kinda fades away slowly. Would the viewing audience be a contributing factor for the sudden change in the horror aspect of the show? you know, if they made a survey or something for the audience on what to change/retain, and possibly incorporate it in the show?

for what its worth, some shows tend to border on the paranormal/suspense thriller genre with minimal horror influence at best.

 

[Kamen Rider Decade]

Kamen Rider Black was quite amazing with the doses of horror with monsters appearing from the nowhere either making victims or attacking Kotaro when he less expect and specially with the music of suspence playing in the background. Kuuga have horror scennes and some dangerous stunt as well, I don´t see that so much in the newer kamen riders though.
