I'd like to see them as two different situations.

Gamel uses the cores in his body but Ankh merely keeps them, not to use them.
Kinda like one crewing some gum and another keeping it in his pocket.. sorta :anime:

Dr. Maki used Gamel as an experiment to see if the Greeed can be the vessel. But because of that he got "overloaded" and was not able to handle the power of the medals. Ankh on the other hand did not "consume" the medals, but rather just held them. Think of it as having a stomach and a pocket. On Episode 1 he even said that he held more stuff, that he held on to the OOOs driver.

Ankh the arm is different that the other Greeeds.
