Eiji changed his shirt really quickly, especially considering he's a poor hobo with no home.
Something like this that has no bearing on the script (which won't be specifying character costumes) really shouldn't be considered a plot hole. Among other things, it has no bearing on the actual plot.
This is properly considered a continuity error because it's largely a problem when the finished film segments are seen in sequence. (Remember that these scenes will mostly be shot out of order.)
Blame for it would rest with basically everyone on set who let the costuming department change his outfit. Ultimate responsibility would probably lie with the director, who has the final say over what people wear in front of the camera.
It's a sign of sloppy production but nothing to get worked up about, IMO, unless continuity errors start showing up in every episode.
