My money's on her being a Zoicite-type.

Explain, because the only thing I can process from Zoicite is that She's A Man In Japan.

In Kobayashi's Sailor Moon tokusatsu, Zoicite was revised into the "scheming" villain. He rarely did any actual fighting but tended to come up with the most intelligent plans that often came closest to actually working.

Zoicite's most memorable scheme from PGSM was corrupting Sailor Mercury with Queen Metallia's energy, which turned Mercury into a pretty terrifying opponent for awhile.

The Zoicite of the original anime is a totally different (and lousier) character, just a generic psychotic okama. Zoicite's personality was changed again for the dub, which made him smarter along with making him into a her.
