Maybe you'll understand it with pictures... Episode 10. They are talking about a new power... pertaining to, most probably, Birth... Or... TaJaDol (news of TaJaDol came much much later), or Something else...

To suppress something is to limit it... Therefore, it's a limiter... Now do you understand???

When that episode came out, we only new about a second rider coming up... Eventually to be named "Birth"... We all thought (well most of us) that they were going with the Greeed. Kougami wanted it to be used by OOO (and Os was there from the Hatigra subs). Gotou being in that picture, folks assumed that he might become the next rider... Hence the posting by Lazy Coconut... So, they might be really talking about Birth... Now that we have news about TaJaDol, there's speculation out there that it might be the "new" power.... The "limiter/suppressor" portion is just so a human can use the "new" power... The next few episodes and the last one shows the KR Birth system....

Now we're getting somewhere. There was nothing that said anything about Maki having a "limiter" he could put on the system and there was nothing that claimed that the doll was a limiter except for the very loose speculation with no basis.

It actually makes sense that Birth is a limiter system and that his upgrade will be able to use more power.

You still don't get that? That was a joke... Dr. Maki is Crazy and the Doll is "Suppressing/Limiting" his craziness... It's the limiter in this case...

There was a Limiter/Suppressor used on the Birth System so that a Human (Akira Date and succeeding humans) to be able to use it...

Without the limiter, only a Greeed can use that system.

In the succeeding episodes, a whole lot of news came out about the next Rider, eventually that rider was named Birth... We even saw a Painting... Dr. Maki working with Cazari... leading up to the Birth Driver, and then Kamen Rider Birth...

The OOO driver was probably made when the Greeed were created, thus the two are more deeply connected then simply the driver being made to combat them. It would explain why the lines on Monster Mazool's back/shell had lines similar to the driver. It goes to speculation that the Greeed may have once been humans who over used the driver and thus became Greeed. In order to prevent such a thing from happening to a modern rider, Birth, a limited system had to be created. One that didn't threaten the life of the user, or threaten to corrupt them. We realy won't know for sure until Birth pops in a core medal if he even does. ANd I still say Maki didn't make the Medjalibur, he excavated that **** and took credit for it.

In short, Birth is a limiter so humans can use the medals without being injured or currupted, and the OOO driver is farmore dangerous then what is let on and is far more closely connected to the greeed then what has been shown thus far. LOL for all we know Ahnk was OOO at one point but used the Bird medals to much and ended up a greeed, which would explain alot.

Actually It's implied(or rather outright stated) the Greeeds were created from 10 medals. When they took away one medal they began to have desire and started evolving. Basically their imperfections made them live.

That makes more sense... The Birth system as the limiter for the power of the medals. Which is probably why Kougami wants OOOs to have that power, because he already has the OOO Belt/Driver. Which then leads to the possibility that they are actually talking about the TaJaDol combo, instead of Kamen Rider Birth... We'll definitely wait to see if Birth somehow uses a core medal...
