I don't think the Satonaka rumors can be true. Her relation to Kougami has been portrayed as completely limited to her professional side. She's a completely different person outside of work, so, it really doesn't look like she has any personal connection to Kougami's actions.

I don't think Kobayashi would bring some kind of revelation about her without any foreshadowing at all in that direction.
