Scissy will always have a special place in my heart, being the first Rider figure I owned, as well as being in the first Heisei episode I ever saw. Yet, I can't deny the fact that the poor guy sucked... He got the female Rider flu and never recovered...

I still say Scissors is one of the biggest missed opportunities in all of Ryuki, if not Kamen Rider. The character himself is fine, it's that the writers never used him to his full potential. "Oh" you say. "And you can?"

Think about it. In Kuuga, the police are unquestionably the good guys. Wary at first, but they come around, and everyone's playing for the same side by the end. Agito tarnishes things up a little, showing that the cops are as fallible as anyone else (Hôjô, but especially his old friend in #18~19.) Hikawa & co. are there to keep it balanced, but they're still laying the groundwork.

So we come to Ryuki, where we've got a totally crooked cop, so crooked he's also a criminal. That's a fantastic idea to me. Imagine Ichijô or Hikawa, but evil! There's so much you could do with that. We'd get stuff like Sudô busting into the ORE Journal with a phony warrant for Shinji's arrest. Giving Ren parking tickets just because he feels like being a jerk. Interfering in everything! He'd be a great foil for Kitaoka, or hell, just Shinji, because there's few things a corrupt cop hates more than some do-gooder journalist.

He could have been this grand chess master character, getting Asakura out when the latter gets arrested to pit him against the others, pulling strings left and right. Instead of giving up the ghost in his second episode, he could have stuck around for a while, screwing over everybody until it got to the point where someone had to stand up and say "I think Detective Sudô's hiding something." Rather than make him a small-time thug, he's a genuinely clever psychopath who uses and abuses the law. You really want to go full-throttle with it, how about he gets Shinji to actually trust him, forming a demented Tsugami-Hikawa sort of friendship. One that hurts when the truth is revealed.

Instead they waste all so we can get "Dur hur hur, you can't trust the Monsters! Rider Battle r srs bzns!"

I suppose there'd be some complaints about portraying the cops in an unfavorable light, but c'mon- most of the post-Agito shows have the cops as unwitting walking bodybags or nuisances. I think viewers could have handled it.

And it would even have made for a great meme. Every time someone gets too close to the truth, Volcancer eats them.

If we're talking about the boys' other roles, then Rider Butlers and Rider Princesses come to mind. Also Toei lampooning Rider Princesses themselves by putting Wataru into a dress in the Kiva movie.
