it took them 9/10 episodes to establish the Inves being an actual threat to humans. the first few episodes they were more like Toys used by the riders for a little "kawaii" stage fight in case they couldn't settle their differences through street dancing. lol I swear.. Gaim is so bizzare.
I think part of the story is that these kids had only just realized the danger of their stupid game with using these unknown creatures, given by Mai's line in the fruit cafe. You might think it's ridiculous that it took them this long to realize that, but it's reasonable to believe that nobody gave it that much thought since no one had ever gotten hurt before(I'm guessing only a few people including Kouta back in the first episode thought it dangerous).

Takebe: Okay, so this year, we're going back to early Heisei Rider! We're going to have lots of Riders, and the theme is the Warring States era! Riders are going to be samurais!
Toei staffers: Sound cool! What about the second motif?
Takebe: Hmm, maaaybe bugs...hey, what about birds? Yeah, birds!
Toei staffers: We can work with that! Alright, this is gonna be awesome!
"Bandai walks into the room and slams the desk"
Bandai: FRUITS!
Everyone else: WTF?!
Bandai: The Warring states idea is fine. But this year, Kamen Rider is going to be fruits!
"Bandai walks out of the room"
One guy:...umm, so we're gonna do fruit?
Another guy: Uh, I guess? Hey, what do you think, Mrs producer?
Takebe: Ah well. We'll do it. Trains work, so obviously this one will! Okay, fruits samurais!
One guy: She's pretty acceptive >_<.
Another guy: She always has been <_<.
"Couple of days later, Urobutchi came to the office to discuss Gaim"
Urobutchi: Okay, so you guys have worked out the themes and motifs already, right? What am I working with here?
Takebe: Warring states. Faction war, multiple Riders, warrior-based Riders, and I want a return to a serialized episode format instead of two parters...
Urobutchi: Hey, great! All of that sounds good. So maybe we'll do it like-
Takebe: Also, fruits.
Urobutchi:...excuse me?
Takebe: The Riders are gonna be fruits. Fruit samurais. Sounds good?
Urobutchi:...it's already set, isn't it? Am I gonna have to do this?
Takebe: Yep. But you see, something's wrong. I feel that just fruit samurais aren't enough. We need another thing. Something to complete the picture.
Urobutchi:"maniacal stare"...I have an idea.
Takebe: Shoot.
Urobutchi: Street dancing. Youths forming dance groups and gangs and compete for territory as a metaphor to the different factions in the Warring states. Also, young people dancing as a form of expression and rebellion.
Takebe:...street dancing fruit samurais...
