It's sort of implied the worker died or turned into an Inves with his safety hat being overgrown.

it took them 9/10 episodes to establish the Inves being an actual threat to humans. the first few episodes they were more like Toys used by the riders for a little "kawaii" stage fight in case they couldn't settle their differences through street dancing. lol I swear.. Gaim is so bizzare.

I think part of the story is that these kids had only just realized the danger of their stupid game with using these unknown creatures, given by Mai's line in the fruit cafe. You might think it's ridiculous that it took them this long to realize that, but it's reasonable to believe that nobody gave it that much thought since no one had ever gotten hurt before(I'm guessing only a few people including Kouta back in the first episode thought it dangerous).

Takebe: Okay, so this year, we're going back to early Heisei Rider! We're going to have lots of Riders, and the theme is the Warring States era! Riders are going to be samurais!
Toei staffers: Sound cool! What about the second motif?
Takebe: Hmm, maaaybe bugs...hey, what about birds? Yeah, birds!
Toei staffers: We can work with that! Alright, this is gonna be awesome!
"Bandai walks into the room and slams the desk"
Bandai: FRUITS!
Everyone else: WTF?!
Bandai: The Warring states idea is fine. But this year, Kamen Rider is going to be fruits!
"Bandai walks out of the room"
One guy:...umm, so we're gonna do fruit?
Another guy: Uh, I guess? Hey, what do you think, Mrs producer?
Takebe: Ah well. We'll do it. Trains work, so obviously this one will! Okay, fruits samurais!
One guy: She's pretty acceptive >_<.

"Couple of days later, Urobutchi came to the office to discuss Gaim"
Urobutchi: Okay, so you guys have worked out the themes and motifs already, right? What am I working with here?
Takebe: Warring states. Faction war, multiple Riders, warrior-based Riders, and I want a return to a serialized episode format instead of two parters...
Urobutchi: Hey, great! All of that sounds good. So maybe we'll do it like-
Takebe: Also, fruits.
Urobutchi:...excuse me?
Takebe: The Riders are gonna be fruits. Fruit samurais. Sounds good?
Urobutchi:...it's already set, isn't it? Am I gonna have to do this?
Takebe: Yep. But you see, something's wrong. I feel that just fruit samurais aren't enough. We need another thing. Something to complete the picture.
Urobutchi:"maniacal stare"...I have an idea.
Takebe: Shoot.
Urobutchi: Street dancing. Youths forming dance groups and gangs and compete for territory as a metaphor to the different factions in the Warring states. Also, young people dancing as a form of expression and rebellion.
Takebe:...street dancing fruit samurais...

This is what I assumed. We see that the stages are getting a lot of foot traffic, and have their own tv show. The stages are also owned and operated by Yggdrasil, so maybe they get a cut of the revenue from the shops around the stage (like when malls hire musicians during Christmas) or perhaps as Undrave suggested, its all a licensing deal. It says something that Baron's logo is all over everything they own (I want a floor with my logo on it) while Gaim just wears their customized hoodies they stole from JK
(who incidentally would make an awesome Beat Rider). Perhaps Baron was smart enough to capitalize on their newfound fame to spent it on some cars.Does the beat riding thing kind of remind anyone else of Jet Grind Radio?

The Inves were always dangerous, even after the first few ep. it hasn't sunk in until now. Only a few like Kouta was aware of it.

Most Inves Games were fought with C and B rank Locks which only let in the basic Inves and even then they weren't exactly that big. But now that it's evolved Inves there's a bit more to it.
I think the street dancing thing for Kaito is less about the street dancing and more about the symbolism of it. It's not about dancing per se, although he might personally have a fancy for it, who knows, but it's the idea of power, of having something where he is in control. Now, as for why not grasping in more practical areas? Partially, he might not be personally interested or might not even be able to do anything else. Does he have connections or friends in high places? Not that we're aware of, and in a town where EVERYTHING is owned by the big corp, it would be hard to compete without having some allies especially if Yggdrasil is as "legitimate" as I expect, if you catch my drift. And I kind of doubt that Kaito would want to work FOR them. At least with Team Baron, he at least has some control of the deal, where he'd just be completely subservient in an employee position, with absolutely no clout.
