It is clearly showed that Helheim has grow little by little in every part of earth before get accelerated by Roshuo.
That is evidence that Helheim has been steadily test every living creature in earth, it just happen more faster in Zawame because they are the first to notice it and and purposely accelerated it.

Or are you want to say it is not fair for Kouta to favorably get them first?
No one can blame Ichigo called as the first Kamen Rider ever when few Kamen Rider like OOO or Hibiki has been around for hundred years.
It just OOO get title as Kamen Rider when his series up, and Ichigo is the first one to get that title because his series come first.
And hey, there is still chance for someone to get called as Kamen Rider next year.

I umm...think the point Hangyakuno is trying to make is that, while seemingly contrived (and in the strictest sense, it is) the story is *about* Zawame City. It just so happens that it was the place where the connection to Helheim was strongest, and it just so happened to be the place that best suited the experiments Ryouma was doing which just so happened to be the technology required to bring the fight to the forest.

It isn't that other areas of the globe in other countries might not have had stronger candidates, it's just that Zawame happened to be the place with literal superheroes, which nowhere else had at that time.

That is, if we assume the various other Kamen Riders don't exist in the same universe. That situation ebbs and flows with convenience more than anything, as far as Toei is concerned. Otherwise Japan would be tripping over Kamen Riders that could solve all of their problems.

Actually it is okay if there is other Rider out of Zawame City
Before Kouta get his Driver, almost no one else ecxept Yggdrasil know about Helheim.
Even after Roshuo make crack open more frequently, information about Zawame city is never going out. And everyone must be busy fighting horde of Invess everywhere.

My Point is after that incident whole world start notice Crack without knowing that they are in middle of crazy test by Helheim.
The only group know about this is Yggdrasil and Zawame citizen, and even not all of Zawame citizen fully know what is happening right then.
And because this is Gaim story, we can just watch what happen in Zawame city and a little scene about what happen in other city.

Even if it is non cannon, Futo is neighbour of Zawame and I'm sure Shotaro is busy flying around to protect his townpeople. Zawame almost like dead city and I don't think he will pay attention to that just like usual. But it will be in another story.

Zawame is the geographical equivalent of patient zero in regards to Helheim. It's really not that complicated.
