Miho was a nasty bitch who conned and cheated people and, yet again, she fell into the "female character = love interest" box. Shinji could have done so much better than her (and, in fact, he has to cos she got killed off)
Well let's see. Compare Miho to the other female Riders.
Faiz: bunch of girls used belts at least once. Didn't affect their characters much.
Miwa(?) / L'arc: A jerk for no reason. Why did she and Lance even exist? Glaive used the Cerberus card that Tennouji creates in the finale, so does that mean two copies were made? So she doubly fails.
Shuki: nothing spectacular.
Kiva: See Faiz
Decade: Kivaara is just part of the ridiculousness of Decade that makes no sense.
No one said Miho is an admirable person. But at least she wasn't one-dimensional and pointless like L'arc. There's a humanity to her. She wanted revenge like Tezuka did. If you had simply removed the "romance" with Shinji (who by the way wasn't fooled by her, as he caught her trying to take his wallet) you'd probably be slobbering all over her.

It is when that is their entire purpose in the story (like Nadeshiko.) Why is it so damn hard to write female characters as characters and not as the "token girl"?

I liked Miho despite her being a con artist. Not because she was a girl but because she was well developed considering the amount of time she had on screen and you could actually empathize with her position and why she joined the Rider War. She's no role model but she's not bad as a character.

All the publicity material so far has mentioned Gentaro falling for her and pictures of her surrounded by heart shapes, etc. This is not exactly the way to market a character that the audience is supposed to take seriously

Did you even ever get around to finishing Decade? Anyway, Decade also had Akira/Amaki and a non jerk L'arc...
The problem with Miho is that the whole point of her character seemed to be showing that women shouldn't be Riders. Shinji tells that to her, she's completely unable to fight Ouja and is easily killed by Ryuga in the end. She basically does nothing right by herself as a Rider.
She was a decent character compared to some others, but the "point" of her character was pretty offensive to the idea of a female Rider.
Huh... We barely know anything about her role in the movie. Yeah, Gentaro will fall for her, but that doesn't say much about her own character and the movie's overall story. We don't even know about the antagonist of the Fourze part yet.

I thought Shuki wasn't bad. I actually kind of enjoyed the concept of an evil Oni, and the 'Oni-Barai' as Ibuki called it was a fascinating concept. Eliminating rogue Oni? That would have made Hibiki quite a dark series.
Her deformed Oni form, as well as her relationship with Zanki and her vengeful nature was kind of cool. She wasn't meant to be eye-candy at all. She was there to represent how not all Oni are good and whatnot. Plus the development that she did for Zanki's character.
She wasn't spectacular, but she wasn't a complete failure of a character either.
