I actually bet Bandai is going to give the form changing a little rest this year (or, at least, is going to do it in an odd way). It would be bad business to expect Fourze to meet or exceed OOO's extraordinary sales by just rehashing its core gimmick. The Fourze line really has to risk being something different in order to coax collectors and parents into opening their wallets for more Rider toys.
Maybe that's what they used Birth as - to test the waters of modular equipment as opposed to form changing.
