I actually bet Bandai is going to give the form changing a little rest this year (or, at least, is going to do it in an odd way). It would be bad business to expect Fourze to meet or exceed OOO's extraordinary sales by just rehashing its core gimmick. The Fourze line really has to risk being something different in order to coax collectors and parents into opening their wallets for more Rider toys.

Maybe that's what they used Birth as - to test the waters of modular equipment as opposed to form changing.

I still think Toei would make so much money if they just went crazy and pumped out, like, 40 or 60 different Switches for Fourze's limbs and then packed them inside small boxes randomly, so you didn't know which one you'd get when you bought one.

True, but the question is, will they risk deviating from the formula "Form change spamming = $$$" they they seem to enjoy so much?

Sounds eerily similar to GoGo V's Grand Cross that allowed all the Minus Energy to gather in order for Grandiene to appear.
