That doesn't really change anything. It's not like anything about his role in the show is confirmed (unless I missed an actual description of his character). Plus, considering he's getting merchandise, I don't really think the term Toei is using matters. He's still being treated as a rider. It's probably just a marketing tool to make him sound mysterious. Maybe it'll make sense when he's introduced, but I doubt he'll be treated any differently than other secondary riders in the series proper.
Maybe it's just Toei's way of trying to make it clear that "this guy's no hero," or something like that (eg: villian, not anti-hero).

EDIT: Apparently some of his finishers (though not his main one) include Flare Stream, Shadow Shuriken, and Spike Tornado.

Woah, him? I actually watch this guy on NHK World TV! He's pretty cool! I had no idea he voiced in Crazy Taxi though!
LOL! I always thought of him looking like Tony Stark! Looks like I wasn't the only one then! I guess since he's voicing Drive Driver, we would hear good English. But I guess he will be speaking Japanese when talking to Shinnosuke and others. Hopefully he will still say English sentences at times though. Not just phrases. Looking forward to him voicing the belt! And also looking forward to his acting as Krim! It'll be the first time I'll see him act!Drive Cast

Does anyone else think Ryoma Takeuchi looks a bit like Joe Odagiri, especially in that second image? It's not just the mole lol.Apparently some people think Drive is ugly, or not handsome or pretty. I guess I'm blind then. He looks better than Kouta and Haruto, even Gentaro. Also of course he doesnt have an ikeman hairstyle in the show, he actually sells the cop look more than Accel did.

Speed Drop (I've also seen it translated as SpeeDrop) is the name of his Rider Kick while his Rider Punch is called Turbo Smash.

He's the creator off the Tridoron and the Drive Driver, but I don't think he'll be the voice for "Mr. Belt". I think that might be Lou Oshiba's role. I could be wrong though.
Anyway, I feel like Krim is Drive's equivalent of Tachibana, which sounds awesome.
