Apparently Sanjo wrote this absurdly detailed backstory for NEVER and most of it had to be cut completely from A to Z at the script stage. That meant they had material for a backstory special already prepared, more or less.

Also, the performer who played Eternal-- Matsuoka-- was apparently very enthusiastic about coming back to portray the character again. So Matsuoka did interviews saying "Toei should make an Eternal spin-off!" and so Toei did.
I don't think it was ever stated that the back story was material cut from an early script, but he did already write a 4 page short story about that back story in an issue of Toei Hero Max to tie in with the release of the movie.
W just not ready to handle the world Den-O has built. For now he'll have to stick to DVD's.
