Well, Santa-chan is one of the characters that's helping Shoutarou.

But then that sorta kills the nice allusion they have going to the Baker Street Irregulars. Double is one of those shows that just doesn't need an evil Kamen Rider at all, you have the occasional conflict with Terui, but the higher level Dopant should be the enemies.

Yeah, an evil Rider would stick out like a sore thumb in Double. Mainly because it's like older seasons.
