Technically, we have no clue what he had beforehand. But he does have access to cards Tsukasa doesn't have (like Final Form Ride Denliner and Kamen Ride: Non-Main Rider) so it stands to reason that he probably has all the cards already.

Though it is fairly apparent that he doesn't have Kamen Ride Den-O or else he wouldn't have to confront Den-O for it so I say even though Diend has most of the cards and probably hasn't lost any there are still quite a few I say he doesn't have besides Tsukasa never actually got any new cards he just regains the powers for them.
And I don't think he needs the Henshin Devices for his cards since for one he probably would have mentioned it and when he got hold of Tsukasa's Ride Booker he says it isn't much of a treasure and even more unlikely that he will copy or steal any cards from it considering his statement before so I think the Kamen Ride cards he has are his own and also Decade's Den-O Final Form Ride was also Denliner but he transformed it into Momotaros when he reactivate it and also there are apparently some who think Decade took Diend's Den-O Final Form Ride but that is not true we can clearly see when Decade reactivates the cards Den-O Final Form Ride was blank unlike Diend's.
Now what I'm wondering is whether Diend can summon Decade if he has his Kamen Ride card or whether Decade can transform into Diend or any other Secondary rider cards if he got ahold of them or if Diend can summon himself if he has two copies of his own card.

yeah, you're all thinking too much about the reason why diend posses some of main heisei riders cards, and one reason that clear was he didn't take it from decade. So the only reason to explain why he can summon kiva and blade is, he has copied some of the cards within decade's ride booker. so i assume that diend have copied the main riders card that decade has already regain prior to faiz world.

We probally wont get any explanation on it but that is probally the best idea of how DiEnd is able to.

The only explanation is that Diend already had those cards, just like how he seems to have card for almost every secondary Rider. He had the Den-O final formride card before Decade, clearly showing that he has main Rider cards too. There's no "copying" going on.
