We don't know if he can change into other riders but he can summon them. We've seen that he has Kamen Ride cards for Kaixa, Ouja, Rey and Kabuki.

The one following Decade is different from Diend (they don't even look alike). And the one following him around is using that portal/barrier/thing to summon Riders.

EDIT: Narutaki is the one following Decade.

EDIT (again): Just saw the pics again, I think Diend does summon Riders, because Kaixa was battling Decade in Kuuga Mode and there was a pic of Rey and another rider (do not know the name, haven't watched Hibiki) being summoned and Diend is behind them.

Kaixa was fighting the actual Kuuga, the belt is Kuuga's belt not Decade's belt

and Go-On said "with" so he was prolly speaking of it like they are allies or something, not one and the same
