It almost seems as if he is summoning Riders, rather than turning into them. Maybe he is with that guy who is following Decade around, and is actually summoning the Riders who fight him. I could be wrong though, since I only know so much about Diend.

EDIT: You posted right before me. I think since Diend has the cards, he is the one summoning.

The one following Decade is different from Diend (they don't even look alike). And the one following him around is using that portal/barrier/thing to summon Riders.

EDIT: Narutaki is the one following Decade.

EDIT (again): Just saw the pics again, I think Diend does summon Riders, because Kaixa was battling Decade in Kuuga Mode and there was a pic of Rey and another rider (do not know the name, haven't watched Hibiki) being summoned and Diend is behind them.
