What if she's Marrying Shadow Moon, in order for his ascension to the Head of DaiShocker to be complete.
Tsukasa goes crazy fighting Shadow Moon trying to get his sister back, Shadow Moon kicks his ass. His sister seeing him attacked has a change of heart, transforms into a Kamen Rider, holds off Shadow Moon. Shadow Moon on reflexes attacks her by mistake, killing her. Then Tsukasa gets infuriated and launches a 22 Rider Kick (No Shin, Den-O, Diend and Hibiki) on Him.

My personal theory is that she is working undercover pretending to be one of Daishocker and helping Tsukasa in the shadows, and at one point give him a device that he apparently had before but lost to transform into a new Ultimate form of Decade.

Dude, what the hell is with this selective "these guys aren't in the Rider kick."
There is nothing to suggest keeping those guys out of anything, expect your own personal bias.
It's because technically, they don't have Rider Kicks as finishers.

You got a case with that for Diend, Hibiki, and Shin. Den-O does have Rod Form's kick finishers however.
And all of them have the capability to do a jump kick, regardless if it isn't a "finisher" in the first place.

You definitely did not watch Den-O or the FIRST EPISODE of Hibiki to write that.
Ok, granted Rod Form has a finisher, but he's not the Rider that Den-O is. Hell, if they were going to go the whole Den-O route, they should've just used Plat Form, because it is the base form.
