Yeah, I guess so, it feels to me like his first focus episodes were trying to establish that was just a front and not who he really is, and now he's reverted to it. He also seems, I don't know, a little more hostile towards Daigo/the others? ("why is Yayoi going after that idiot and not me", calling Daigo and Amy dense, etc) Maybe it's just because of the lack of time to focus on him?

Ian's always been a playboy, even in flashbacks to before he was a Kyoryuger.
