I haven't watched Cutie Honey, so I can't say an opinion between the two. However, it would be immensely hard to beat Garo.

Ugh, very hard choice.

Garo, in comparison, as awesome and lovable as it was, was relatively one dimensional (meet the girl, save the girl, befriend the girl, save the girl, warm to the girl, get the girl etc.) compared to Cutie Honey's characterisation. Garo also had better atmosphere, action and style, and Cutie Honey's light heartedness at times was kind of annoying.
Still, the love triangle... Square... Pentagon... Scribble was amazing, so thre's my vote.
