It's just a front.
The building was abandoned and its cover blown, yet Foundation X was still supposed to be active and investing in another project. It's obvious that it wasn't Foundation X itself.

Oh...:sweat: well i ran a search for every post that has Foundation X in it just to see if anyone had a discussion up about this but nothing came up except ep discussions :disappoin.. sorry i knew i was just stating something everyone was caughting on to :shakefist
but actually i was just asking how people would feel if they did become like the next puppet master in the shadows, pulling the strings of what we thought was the only organization in the show.:laugh:

All signs point to Foundation X being just a thing for Double. While it wasn't a main writer or producer that said the Core Medals were just a subtle nod to the next series, I'm pretty sure Kobayashi won't use Foundation X.
Regarding not being to handle Greeds, I'm sure if they can revive people and turn them into Zombie Soldiers, they can handle a couple monsters. Who knows though, the Gaia Memory technology is awfully limited compared to Cell and Core Medals.

well it would be a shame, since it seem like in Double they wanted to throw a lot of showa era reference at us the scarf, the KR black reference, the green and black base colors, even the zombie soliders (never) you mention are like the reconstructed shocker troopers that die and leave evaporating foam lol. would have been nice if they kept that trend going, adding a little more to movies and specials, for the appearance of future riders, rather then the feeling they give me of "i'm just here out of the blue to pull you out of the fire then leave camos :sweat:" (double in decade: all riders vs Dai shocker, Kiva in Den-O climax deka)
