Here's what my friend summarised:
"First it mentions how live action versions of lots of Japanese characters (the word it uses) are being made into Hollywood live actions versions, e.g. Speed Racer and Dragonball. But now there's another - Kamen Rider Ryuuki. It describes the way they're making it (replacing the Japanese actors with English ones and filming new action scenes). Then I think it says something about how the original story about 13 riders fighting until 1 is left becoming a typical "good vs. evil" story that's easier for foreign audiences to understand.
The next bit is about the way it's funded, including Japanese companies, and how there are both Japanese and American staff working on it (and many of the latter are Kamen Rider otaku). Then there's a heading "Power Rangers is popular", after which is an explanation of Power Rangers. It goes on to say that although there are lots of superhero cartoons made in the US, there aren't many live action shows. But if they take Japanese shows and replace the cast/staff with American ones they might find success with them.
