Thanks, wikipedia has been short on resources ever since they started cleaning out the entries with the specs for the riders. Anyway, just this once, I'll include the super form with Chalice, to show how it can be done.

Thanks for the help. XD Maybe once I can get a template, I can very much adapt it to create any Kamen Rider via M&M. XD

When first establishing a normal rider character, I typically characterize its “standard” form as somewhere around PowerLevel (PL) 10 and work from there. Therefore, it ended up that Chalice’s Ace Form combat level is around 10 without Rouse Card power. To account for the effects of power-ups and limited special attacks, most of my riders are built on higher PL than they otherwise would operate in (12 in this case), to allow a higher ceiling for those short moments of high power.

Most of the time the exact attributes and skills of the character are hard to portray, so other than taking note of some obvious physical abilities and skills such as photography, the rest of it is guesswork.

For many technological riders, most of their powers are derived from having a Device, an item which enables them to access their powers. I’ve left the time required to access the powers as a free action, but you can feel free to take some Drawbacks to increase the time if you think their “Transformation Sequences” warrants it.

Within the device there are many powers that enhanced the abilities of the character. It’s good to remember that you can even buy increases to attack bonus or defense bonus as well in the device.

For Chalice’s upgraded Wild Form, I’ve placed another Container inside the power suites, with the Tiring Flaw. With this, the player will likely have to use their limited amount of Hero Points to access this form without being subject to fatigue, limiting its use. The powers inside the Wild Form basically enhanced the effective PL of Chalice to 11.

Finally, I’ve decided to use a Variable Power Pool to simulate the Blade Riders’ Rouse Card system. The power is basically a pool of points the player can allocate from round-to-round to simulate a wide list of variable powers. Some examples of such powers are included for clarity.

Hajime’s Undead identity is commonly played only as a secret identity complication, while later on when his Joker powers become unstable, it is signified by his character Drawback of Involuntary Transformation into his Undead form (which is not statted here).

So...from what I can see, a Kamen Rider's transformation is defined by the "Device" power, and their ultimate forms are defined by "Container?

Sorry if my question sounds kinda lame. :P

EDIT: Does this also mean Decade has a higher power level than 12?
 
A Container in game terms is just a group of powers that can be modified or access altogether. In that sense, a Device is a specific type of Container, built with the fact that it requires an item that can be lost or damaged.

Most technological Riders would access their powers through a Device, while mystical and some biological Riders would access their powers through another type of Container called Alternate Form.

The easiest way I've found to do super forms is as a Container inside your normal set of powers, which is further limited by a set number of charges, extra start-up time, etc.

For Riders with multiple forms, but not upgrade forms, M&M has a feat called Alternate Power (which is used in the Chalice Bow/Wild Slasher here) which allows you to store another "setting" for a power for minimal cost. So your Device or Alternate Form can be set to multiple copies with different configurations.

As for Decade, I don't know. He can't actually transform into the super forms of the other riders, but still being able to use their ultimate attacks, I suppose he should at least tie with the most powerful one.

So where do the Showa-era Riders belong? Device or Alternate Form? What about those like G3?

I'm going to focus on creating a Kamen Rider first, since Sentai warriors seems more complicated...
