I pick the Trio because for a trio of amateurs they almost managed to do what the others didn't: attack the Scooby gang from within and almost get away with it. I mean look how they drove Willow off the deep end.

The Mayor (no Faith please, she's useless).

He's the only legitmate, compentent evil force in the whole series. He's a thousand times more dangerous and deadly then any of the others.
