I give it to Venjix, because the BGM for his first fight with the RPM Rangers was awesome. It got my blood seriously pumping, and emphasized the brutality of Venjix's fighting style.
Honorary mention goes to Xaviax using Kamen Rider Wrath's body to fight Len, Kase, and Kit directly, because Xaviax-as-Wrath was just boss. Frankly, there should be more Kamen Rider series where another Kamen Rider turns out to be the Big Bad, like the original Dark Kiva in Kiva, because that would just be perversely awesome, in the sense of a symbol of justice warped into a force of terror. But that's just me.
