I meant: they can't really promote anything without the trademarks, so it seems likely that until those are cleared they will try to prevent anything leaking about the themes or cast of the show, etc. I don't know whether Toei is aware that that guy was telling people about Go-Busters before its title or trademarks had been released ...

It's very unlikely that they weren't aware. Toei didn't get where they are today by being stupid. What's more likely is that they didn't care. Either because they trusted that people wouldn't believe him, or they treated it as free advertising.

I have no idea. They don't really care what WE find out cos we aren't their paying audience, but they do seem to try to keep stuff from leaking to Japanese fans. I remember last year as well that one of the crew on OOO announced that Ryuki Takahashi would be appearing in the next Rider series, and then very quickly had to take that down

The guest appearance of the next Rider was never revealed alongside the initial reveal of the movie, so that's not any different from the previous years so far.

Not revealing him drives discussion. Discussion brings more excitement. So by not revealing him, they make more people excited.
