Sometimes second rider are the opposite of the first in design/theme

Birth was tech
IXA was tech

So we might get a magical secondary rider? Oh god Alien Kamen Rider...just like in Saban's Masked Rider.

The only thing that strikes me as odd is the color scheme, but I don't dislike it at all.

Sort of a homage to astronauts and Super-1.

A tech rider as a secondary to a magical rider is cool, it's like some guy was like "hey look a magical superhero, I'm gonna make something just as cool but with SCIENCE!", but a magical rider as a secondary to a tech rider wouldn't work as well.

Guys, don't give them any more ideas...

Or a biological second rider(Another Agito)

OOO's was science(Alchemy) mixed with magic

Maybe the Noa will be an alien faction? Might actually be the first extra-terrestrial enemy we've ever seen in Rider, to the best of my knowledge (apart from the Worm, come to think of it).

Super-1's Dogma Kingdom and Jin Dogma are supposed to be aliens, according to some extra material. The series shows most of Dogma Kingdom members to be humans though, aside from its leader, who didn't have a proper backstory in the show itself.

Jin Dogma's members and monsters have just received no backstory at all up to the point I've watched though. Jin Dogma's initial speech about killing the strong, pillaging and plundering Earth does make it seem like they've come from somewhere else though, in spite of another planet not being mentioned.

And there's Ginga-Ou, who is the man/computer that walks like a man. And Dogma/Jindogma. And there's Crisis. And Fogg.

Crisis doesn't really count though, considering the reveal in the end.

Except that Agito's second Rider was G3/G3X and OOO still falls under the Mystic/Supernatural category.

The Noa abduct people with certain qualities and turn them into the monsters of the week, then when Fourze starts causing trouble, they create their own biological Rider

Who then gets won over to Fouze's side by the power of friendship and they team up to kick Noa's ass and have an epic bromance.

Or maybe the Noa will make a female Rider, since they think a female could get Fouze to lower his guard. :169:
