Well, can you name for example Bleach game that "actually good game that anyone can enjoy"? Or you gonna say that Bleach is unpopular?
There are also Anime-fandoms, who have yet to receive game. Not "good", but any game.
So If we don't have "good" TokuGames, that doesn't mean that Toku is unpopular.
I think we just have to wait. Bandai will come up with something, I'm sure.

I liked generations, but man it' was a simplistic repetitive beat em up and nothing more. Sadly I have to agree, toku isn't really something that can easily spawn a good game in it's own regard. Sure the famicom beat em up was really good, but that was way back. Others are just cheap cash ins. We can't get good games based of tv or movie franchises even with bigger budgets (look any movie tie-in game), we are not going to get something really more than a fanservice from toku.

But kamen rider musoulike game is not really impossible. musou style gameplay is a go to along with fighting genre for a quick and universal gameplay.
Need a anime-tie in? It's either a fighting game or musoulike. No need to actually think about a unique gameplay.
 
I don't know that much about Musou, but I think the Rider Generation games are pretty much a 2d version of it.

Rider Generation is a 2D sidescrolling beat 'em up (much like Double Dragon, Streets of Rage, Final Fight, etc.). That's completely different from Musou. Musou is a game like Dynasty Warriors, Samurai Warriors or Warriors Orochi.
 
name one rider/toku game today that people cared not because it has those characters in it, but because its actually good game that anyone can enjoy, none comes to mind because every single one is a piece of mediocrity or sometimes, even worse

Jetman for the Famicom
SD Hero Soukessen for the Famicom
Kamen Rider for the Super Famicom
Godzilla: Kaijuu Daikessen for the Super Famicom (you said Toku and Godzilla is a Toku)
The Great Battle series
The PS2 Kamen Rider games (excluding the first Climax Heroes)
Godzilla: Destroy All Monsters Melee for the GameCube

And I know you're gonna disagree with me on this one, but I think Rider Generation 1 for the DS is one of the best beat 'em ups ever made (despite being a little short). And the sequel for the PSP looks even better.

Do you remember Shatterhand for the NES? Well for the Famicom, it was released as Solbrain (named after the Metal Hero series of the same name). And believe me, that game is A LOT of fun!

And who could forget Mighty Morphin Power Rangers: The Fighting Edition for SNES?

I have had this discussion before with IRL commrades. Most combat heavy fandoms could benefit from the Musou treatment, but Kamen Rider could potentially be the best. Plus considering they have released a Gundam, One Piece and Saint Seiya Musou, I don't see why a Rider Musou is out of the question. With the recent decision to only include Japanese voice overs in Warriors Orochi 3, Sengoku Basara being released on the PS3...as Sengoku Basara, and a general increase in gamers welcoming Japanese games that are closer to there original states, there may even be a chance of a U.S. release for the game. Assuming the mechanics are astounding, Toei would allow it, and U.S. citizrns suddenly get a mass infection of Toku fever brought about by a prime time airing of GARO. Eh, anything can happen.
